Dubai, January 12 , 2020 – Smart Dubai has announced a new development on its ‘Smart Supplier’ web application, which now allows suppliers registered in the Government Resource Planning Systems (GRPS) to access data, contracts, bids, and financial transactions from more than 50 Dubai Government entities through a mobile application.

The launch is part of Smart Dubai’s plans to achieve the objectives of the Dubai Paperless Strategy and transform all applicable internal and external government transactions into paperless operations by December 2021.

The ‘Smart Supplier’ mobile application was made available on Apple and Android phones, allowing all registered suppliers to conduct their transactions using their smartphones any time and from anywhere. This includes viewing documents related to bids, observing billing processes, and paying tender fees, among other services. While users do not require a username or password to view the listed public bids, they will need them to access and apply for these bids.

His Excellency Wesam Lootah, CEO of the Smart Dubai Government Establishment, said: “Smart Dubai is committed to aggregating government procurement services in Dubai by developing a single automated platform that fosters collaboration and eases interaction between government entities and their partners – individuals, companies, or suppliers – in an effort to achieve our ultimate objective of making Dubai the happiest and smartest city in the world.”

“Smart Dubai has launched a series of initiatives and services in an effort to automate Dubai Government operations,” H.E. Lootah added. “These projects and services will serve to promote our role in achieving the objectives of the ‘Year of Preparation for the UAE’s 50th Anniversary’, announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai. This, in turn, expedites Dubai’s transformation into a full-fledged smart city, and paves the way for implementing the Dubai Paperless Strategy 2021.”

“The ‘Smart Supplier’ app brings advanced smart solutions to Dubai Government employees and customers, establishing a new and innovative method of doing business,” H.E. explained. “The application depends on a unified, all-encompassing, efficient, and easy-to-use platform that will gradually phase out paper transactions.”

The ‘Smart Supplier’ application offers services allowing users to easily pay the fees of their tenders, if any, and submit invoices to government entities easily, saving nearly 40% of the time normally needed to process these invoices. The app also provides an interactive panel that allows registered suppliers to view their relevant statistics, the volume of work undertaken with government entities, and all of their contracts.

The app also allows suppliers to apply for notifications of delivery for products and services, and receive digitally signed documents for said products and services. As for government entities, the application allows them to enlist more suppliers for their available services, which serves to increase competition and catalyse the provision of better services.

Over the past three years, Smart Dubai gradually rolled out 137 initiatives and 1,129 services rooted in interconnected smart systems, including services that use the Government Resource Planning Systems (GRPS) – an integrated central system for smart governance solutions provided by Smart Dubai and implemented across more than 70 government entities in the emirate. The GRPS consists of more than 30 systems, enlisting over 71,000 employees; the system handles 95% of the government budget, managing over 45,000 suppliers and nearly 7,000 users. The system has helped the Dubai Government save AED 4.3 billion over the past 12 years.
